However, if you are serious about Web Design and how to make your own web page and find that you really enjoy doing it, then you should invest in some more serious software shown above. Free stuff is good, but there is a reason it's free. And that's because it's often limited in functionality and often times very buggy.
So, we HIGHLY RECOMMEND either Adobe Creative Suite CS4 version. This will allow you to not only make your own web page, BUT will also allow you to create and animate graphics, connect with and use databases and is just incredibly powerful software.
You could also just get Dreamweaver CS4, formerly Macromedia Dreamweaver, and now owned by Adobe. This is much more powerful and easier to use than Nvu or Kompozer and Dreamweaver, which is part of the Creative Suite is what most of the professionals use.
